Abstract

Standards serve as scientific templates for practitioners, and the scientific rigor of their development process directly impacts the effectiveness of services. Against the backdrop of standardization advancing towards greater scientific integrity, openness, and foundational depth, constructing a methodologically rigorous paradigm for standard development has become one of the forefront issues in global standardization research. This study takes the quality standards of the National Institute for Health and Care Excellence (NICE) in the UK as a case study, systematically introducing its development process and providing an in-depth analysis of the 11 key steps involved, with a particular focus on the evidence-based methodologies embedded within these steps. Through the interpretation of the NICE case, this paper aims to offer theoretical support and practical references for the development of evidence-based standards in China.
